pair must be unique. Every deployment carries a resolved partition
('default' when the author omitted it). warnings lists one deprecation
message for each deployment that named its partition with tag; nothing
prints them, so a host shows them where its user will read them. telemetry, when set, replaces
the CLI's built-in Sanity-intake shell entirely: every event flows to this
logger unconditionally (CI and DO_NOT_TRACK included), and consent,
environment suppression, and transport become this implementation's
